1. Joe Pavona called the meeting to order at 7:04 pm. In attendance were:  Joe Pavona, Joe Tonnos, Sean Looman, Katie McPherson, Suchitra Webster, Jill Garnett, and Cindy Carson.
  2. Approval of Minutes
  • Katie McPherson moved approval of the Minutes from the September 28, 2022, meeting and Sean Looman seconded. The Minutes were approved.
  1. Reports

Treasurer:  Sean provided written reports for both the Operating and Legal Accounts for the period ending November 20, 2022.  Both accounts were in balance.  Following discussion, Suchitra moved approval of the report as submitted and Joe T seconded.  The report was unanimously approved.

LINC:  Cindy reported that LINC meetings continue to be held by Zoom.  LINC dues are now due.  Sean will check on where they are being sent.

Membership:  Katie McPherson discussed options of encouraging neighborhood interaction through the winter months including such activities as a snowman or drawing contests.  Further Board discussion at the next meeting.

Maintenance:  Joe P reported that all fall clean up on Association properties, including removal of leaves, had been completed.  Joe also noted that some homeowners who are near Association property(s) were blowing/dumping their leaves onto our commons areas causing additional work for our contractor.

Webmaster:  Joe P shared that our ILEHA website is still not operating as it should and that updates have not occurred for many months.  Discussion ensued concerning options on how best to have our site maintained, including discontinuing the use of neighborhood volunteers, so that it remains current and operating at all time.  The Board is concerned that the failure to have the site operating and updated on a regular basis interferes with the ability of our homeowners to access the most recent neighborhood information.  It was pointed out that we do not depend on volunteers to provide other important services such as lawn care and irrigation system maintenance and that keeping our site current was of equal importance.  Joe T offered that he has contacts in the IT industry.  Joe T will further investigate possible options and provide feedback to the Board.

  1. Old Business

Hannah Farms Update:  Joe P reported that there is no new information or activities associated with the Hannah Farms property directly adjacent to Indian Lakes Estates.

Surface Water and Lake Levee Update:  The proposal from PEA Civil Engineering received by the County Drain Commissioner’s Office to inspect and evaluate the condition of the Lake Levee has been submitted through State Representative Julie Brixie’s office to the State of Michigan Infrastructure Office.  This office will be awarding grants for various infrastructure projects around the state.  We are hopeful to qualify for a grant to secure funding to have the study completed.  We expect to hear something back sometime after the holidays.

Social Media Site:  After much discussion, research and advice, the Board unanimously agreed to not pursue an Association sponsored or endorsed social media page.  Given that ILEHA is a legal entity in Michigan, the cost and infrastructure to establish o social media site that would not only safeguard all homeowners and the Board, but also be sustainable at the needed level in perpetuity would exceed our capabilities.

Property Liens:  Sean and Joe P reported that liens have been processed on 5 ILE properties that are in arrears with annual dues by more than 18 months; and, only after several notices had been sent including an offer to make other arrangements for payment.
