ILEHA Board Meeting Minutes

September 26, 2023

  1. Joe Pavona called the meeting to order at 7:04 pm. In attendance were Joe Tonnos, Katie McPherson, Sean Looman, Jill Garnett, Colin Philips, Dan Dapkus, Carol Chapman, Joe Pavona, and Cindy Carson.
  2. Approval of Minutes
  • The Minutes of the Augus 7, 2023 meeting were unanimously approved with a motion by Katie McPherson and seconded by Joe Tonnos.
  1. Reports
  • Treasurer: Sean Looman provided written reports for both the Operating and Legal Accounts for the period ending August 31, 2023.  Both accounts were in balance.  Further, Treasurer Looman reported that there are still 18 members who have not yet paid their current year dues and of those 6 still also owe for the prior year and 1 for 5 years.  Reminders will be sent and those not paid within 30 days will begin accruing interest back to September 1, 2023.  Further, if a balance still exists from the prior year, property liens will be filed.

LINC:  Cindy Carson reports that there is no new information.

Membership:  See details below under Old Business, New Directory and Neighborhood events.

Maintenance:  Joe Pavona reported that recent high winds caused large, downed tree branches in the “narrows” and on the eastside of the neighborhood entrance.  Our lawn maintenance contractor had everything cleaned up within 24 hours.  Also, two lawn irrigation sprinkler heads needed replacing.  Otherwise, maintenance is up to date.

Website:  Joe Pavona. Joe Tonnos, and Sean Looman reported that the ILEHA website hosting and maintenance was migrated/transferred to our new contractor, Smart Homes/Smart Offices on August 22, 2023.  The transition went smoothly and there is a noticeable improvement in speed along with a much more updated efficient site.

  1. Old Business
  • Hannah Farms Update: Joe Pavona reported that there is no new activity or interest in the property adjacent to ILE.

Surface Water/Lake Levee Update:  Joe Pavona reported that we are still waiting to hear back from our Ingham County Commission, Mark Polsdofer, on if our request for funds to conduct engineering studies will be approved in the upcoming State supplemental appropriation bill.  The bill is still going through the appropriation process but should be completed in the near future.

New Directory:  Katie reports that she is continuing to update membership contact info in preparation for producing the new directory.

Neighborhood Events-Cider and Donuts:  Katie reported that plans for the early October event are well underway.  Discussion then followed regarding scheduling details and assignments for the day of the event.

Adm. Fee for Filing of Property Liens:  Sean Looman and Joe Pavona raised concerns about the increasing number of unpaid Association dues and the resulting increase in filing of property liens.  Sean and Joe further reported that this has resulted in an increase in administrative costs both in terms of money and time; and currently we are only including legal-related expenses in the lien.  Therefore, given that the Deed Restrictions allow for all costs of collection to be included in the lien, Joe and Sean raised the question if the time has now come to consider that all costs be included.  After discussion, Sean moved and Jill seconded that a $100 cost of collection administrative fee be included in the lien, and such fee when recovered, shall be deposit into the Association’s operating account.  The motion was unanimously approved.

  1. New Business
  • Deed Restriction/Resolution: It was brought to the attention of the Board that a new yard fence recently appeared in the neighborhood that seemed inconsistent with Association fence restrictions.  After review and discussion, it was determined that a homeowner installed a fence in non-compliance with ILEHA Deed Restrictions/Resolution.  The Board unanimously agreed to contact the homeowner and request their cooperation in promptly remedying the condition.

Rentals:  Discussion was tabled for a future meeting.

  1. Next Meeting: The next meeting will be on December 6, 2023, at 7 pm.

 

  1. Adjournment: Cindy moved, and Katie seconded.  The meeting adjourned at 8:53 pm.
