ILEHA Board Meeting Minutes

December 6, 2023

  1. Joe Pavona called the meeting to order at 7:04 pm. In attendance were Joe Tonnos, Sean Looman, Katie McPherson, Jill Garnett, Colin Philips, Dan Dapkus, Carol Chapman, Ned Walker, Cindy Carson, and Joe Pavona.
  2. Approval of Minutes
  • The Minutes of the September 26, 2023, meeting was unanimously approved with a motion from Ned Walker and seconded by Sean Looman.
  1. Reports
  • Treasurer: Sean Looman provided written reports for both the Operating and legal Accounts for the period ending November 30, 2023.  Both accounts were in balance.  Sean reported that there are still 16 homeowners who have not yet paid their current year dues and of those, 6 still owe for the prior year and 1 for 5 years.  Following discussion, it was decided final notices will be sent to those in arrears for more than the current year.
  • LINC: Cindy Carson reported that LINC shared updated sewer and water maps in the township.
  • Membership: Katie McPherson indicated that there is nothing new to report and that she continues to work on updating membership contact information for the new directory.
  • Maintenance: Joe Pavona reports there has been no landscape maintenance activity during the last period.
  1. Old Business
  • Hannah Farms Update: Joe Pavona reported that there is no new activity or interest in the property adjacent to ILE after checking with the Township.
  • Surface Water and Lake Levee: Joe P reported that the ILEHA request for funding to have an engineering study conducted on the Lake Levee did not make it into last fall’s state supplemental appropriation.  However, we are continuing to work with our county commissioner, Mark Polsdofer, through State Senator Sam Singh’s Office in hopes of getting the needed funding approved in next year’s (2024/25) state budget.
  • New Directory: See Katie’s report above under Membership.
  • Rentals: Joe P shared an article from the Lansing State Journal written by Lansing Mayor Andy Schor that outlines the challenges being faced because of short-term rentals.  Following discussion, it was agreed this is an item that needs to be discussed with the membership and therefore will be included on the agenda for our upcoming Annual Membership Meeting.
  • Fence Issue: After reviewing the response of the homeowners to the Board’s request for cooperation in remedying the situation of their non-approved fence and following much discussion, Joe Tonnos moved, and Sean Looman seconded that the Board seek the advice of ILEHA legal counsel Mr. Doug Austin of the Fraser Trebilcock Law Firm.  The motion was unanimously approved.
  1. New Business
  • AT&T Fiber Optic Installation: Many homeowners have expressed concerns about potential damage to landscaping and lawn irrigation systems.  Joe Pavona will contact the Township as well as the AT&T regarding our concerns and report back to the Board at our next meeting.
  • Loomis Law Firm: Joe Pavona reported he was notified that the Loomis Law Firm was closing, and their current attorneys, paralegals and staff would be transitioning to the Foster, Swift, Collins & Smith Law Firm of Lansing.  This was effective on November 27, 2023.  The existing Loomis team that has served ILEHA on real estate matters, namely the development of the Hannah Farms property, will continue to service us from the Fost Swift Law Firm.
  1. Next Meeting: The next meeting will be on February 27, 2024, at 7 pm.

 

  1. Adjournment: Katie moved, and Colin seconded.  The meeting adjourned at 9:13 pm.
